The UFC told him it's going to be there so he flew there early since he doesn't live in the US, couldn't train in the US, and the fight isn't happening in the US, but he does live on that side of the planet anyways so it makes perfect sense for him to go there when he did. But, it makes no sense for people who DO live in the US to travel to another country a month early and have to pay for lodging and food when they can stay home until fight time. This really isn't hard to figure out.

If the expense kept the Americans away, it should have kept Nurmagomedov away as well. Was he offered free food and lodging in the UAE? If so, why wasn't that offer extended to the American fighters?

If it wasn't free for him to stay in the U.S. and it wasn't free for him to stay in the UAE, then expenses don't favour staying in the UAE, so your whole explanation about the cost of food and lodging was a red herring.
