For the most part I'd say it's, superficially speaking, a benign or preferential racism he shows towards black people (mostly men/black male athletes).
He assumes that black men are the better fighters and very little can convince him otherwise, and if his sensibilities get offended by a white slob like Big Country KO'ing a black Adonis like Chiek Kongo he uses his humour to deflect attention from what transpired (a superior fighter defeating an inferior one).
Rogan basically gives black athletes all the credit in the world for their physical attributes and athletic superiority, but by doing so he implicitly discredits them as well. By Rogan's comments it's easy to mostly accredit black athletes' success to genetics as opposed to hard work.
Joe kind of plays up the stereotypes of black athletes being all athleticism and explosiveness, who either don't have or don't require "IQ" and the cerebral aspects of the game. His comments in a past podcast about the ultimate human having the body of a black man and the mind of a white man sums all of this up well. Woodley was ahead of the curve.
But no, I don't expect any of this to affect his UFC career, and I'm not saying it should. I don't care what the reason is, if I get to hear a lot less of Rogan commentating UFC I'll be happy.

Crime?... My car got broken into last night.
