Piers has always primarily been ITV, he's been involved in bits and pieces of BBC programming from time to time but never in a journalistic capacity.

The bill you are claiming banned Russian actually would have strengthened the Russian language influence by officially recognizing it as a minority language and allowing it for public spaces like education and government. But these laws were all constitutionally challenged and were never implemented other than giving Russian liars something to lie about.
