Well, Wayne suddenly passed away, and all his emails got deleted less than 4 hours after he died. That wasn't state policy, in fact, it's illegal. And very suspicious.
They couldn't be recovered according to the state, nor will they charge the person responsible for breaking the law, and deleting the emails.
