Maybe Colby vs Shavkat in the meantime?

I think that's a highly appropriate matchup, but I'm thinking Colby waiting for Edwards/usman 2 to play out as the obvious move for the UFC. Both Colby and Edwards will have lost to the champ twice and it keeps Colby in a high rank while not fighting others that effect the title picture so drastically. much like his match up with masvidal being a "big fight" but with really no title implications at all.

That's the route I expect them to go with Colby, max and Whittaker. Look at Whittaker are they making him fight Pereira, strickland or even muniz? no, they made the Vettori matchup because they are both high ranked and this doesn't effect the title picture they are looking to create, all while delivering a "high profile MW Fight"

Their moves become predictable at some point but who can blame them? Colby vs Edwards is a good matchup and it's not "ducking" anyone because it's still a high ranked match, much like Whittaker vs Vettori isn't anyone ducking Pereira or Muniz, but rather the UFC's way of "keeping the lane clear" for new contenders.

I think you're going to see stuff like Shavkat vs Wonderboy or Neal

Shavkat vs Wonderboy needs to happen next and no later than 282 or 283. Because Shavkat is ready to go again and Wonderboy hasn't fought in a while so both could easily be matched up without waiting. Not to mention Shavkat is currently #10 while Wonderboy is #6. It makes too much sense not to happen. I hope UFC signs it soon.

Also, Wonderboy has no business holding out for people ranked above him. He's 0-2 in his last 2 and he needs to build himself back up. While I think Shavkat will beat him, he's ranked lower so it's the proper fight to take.

Usman will fight Khamzat if they win their fights. Belal will probably fight Colby for the next shot if he beats Brady. Neal/Shavkat winner vs Burns/Masvidal winner seems to make a ton of sense.

Yeah I'd be up for this. Would be another good test for Shavkat, there's a bit of a logjam at 170 at the moment so he wouldn't be getting a title shot for 2-3 fights anyway.
