He would be around 8-9.

He doesn't do well against most of these guys
 
Frankie in his prime?
Islam - probably loses but would make it quite competitive. I think his chances to win are better in a 25 minute fight.
Oliveira - Prime Frankie would win once more.
Dustin - I do think he'd lose to Poirier, the size is too much and Poirier's defensive wrestling is competent enough to keep Frankie honest.
Gaethje - Power vs speed and I think speed wins. Frankie stays on the outside picking his shots to a UD.
Dariush - Close fight where I'd pick Frankie to win a 25 minute fight but he probably loses in a 3 rounder.
Chandler - I think this would look a lot like the Maynard fights where Chandler might tag him early and even have Frankie rocked but he wouldn't be able to put him out. Frankie comes back and slowly starts getting the fight back and wins a UD or gets a late submission.
Fieziev - Definitely a fun striker to watch but I would pick prime Frankie to outpoint and outhustle him.
RDA - Another close fight where it would probably depend on if RDA could take him out in the first. I'd favor Frankie the longer the fight went on.
Gamrot - This would be a good fight where I'd probably favor Gamrot in a 5 rounder but if it's only 3 rounds I think Frankie's wrestling would be better than Gamrot's.
Tsaryukian - I don't see how Tsaryukian beats prime Frankie. Frankie would get a lopsided UD IMO.
Turner - I think a prime Frankie would be skilled enough to get the takedowns and beat on Turner to a decision or even a submission finish. Frankie was a very skilled fighter at 155 and he proved it more than once for quite a few years.
