I use Amazon Pharmacy for prescription drugs. The doctor just sends the prescription to them and Amazon delivers it to my house. The prices are much better too. One prescription that I was paying $60 copay with insurance was $16 without any insurance from Amazon.

Not sure about the states (but I imagine it’s less stringent then europe) I think it is legal providing they make you fill out a form/questionnaire and then have a doctor review the form before dispensing. They also have a section where you agree to pass on details of your order to your doctor. Never ordered viagra but I imagine you don’t even need to do that much as viagra is pretty much an over the counter drug these days I believe.
 
It depends on the local laws of the pharmacy shipping the stuff...... And customs in country it's going too.

I order medication from an online pharmacy, it's been stopped once by customs coming in to the UK, it's a prescription only medication and they just charged me import duty on it and still let it through..... No proof of prescription.
