US intel tracks a lot of foreigners. Unless they are seen to be doing something that indicates an imminent attack, why would the US deploy resources to confront the person?

The news reports at the time - from mainstream media - stated the US had used a drone to strike a vehicle whose driver was believed to be an ISIS-K suicide bomber. There was no mention of the strike being carried out by a kinetic energy weapon.

Ofcourse it could lead to US deaths, and every President wants to prevent such a scenario as much as possible. Deploying soldiers could also have lead to a firefight with the Taleban leading to dead US soldiers and the suspected ISIS-K suicide bomber free to go on his way.

It isn't cowardly because the US military felt an attack was imminent, so they used the method with the best chance of stopping the bomber.

You said the attack was from a kinetic weapon, I linked you to sources that say nothing about a kinetic weapon. Technically you didn't used the word "kinetic" but if a missile doesn't have an explosive charge, how else but through kinetic energy is it going to destroy the target.
