I think it's close, but stupidity is ultimately more damaging than malice-infused intellect.
While the malice is bad, the intelligence it couches itself in generally confers a sense of limitation. This sense of limitation is not born out of a moral imperative, but the selfish spidey-sense sociopaths use as a means of self-preservation to prevent their skinsuit from coming off at the wrong time.
For an example: "Instead of stealing all the pablum money to buy fentanyl, I'm just gonna take a little at a time and help her look for it when she discovers it's missing.")
