People often times miss the torso of a moving target at 30ft away. Cops are not Annie Oakley no matter how much Hollywood tries to convince people otherwise.
 
If you have time and space to take a well aimed leg shot, you have the time and space to use a tazer or pepper spray. The threat isn’t lethal, and a lethal weapon shouldn’t be the tool used

Yeah, most people can't hit anything with a handgun 30ft away. It's hard, especially if you're both moving and adrenalin is awful for accuracy. My dad was a green beret and his buddy was later a cop. Dude emptied a revolver into someone high on pcp. Every shot hit around the heart, and the dude still staggered to my dad's buddy.
Anyhow, except for the extremely talented, accuracy doesn't happen

That's why you combine the two pieces of advices. All cops carry double-barrel shotguns and shoot for the legs. If you can hit a flying duck with it, you can hit a suspect in the legs. Thanks Joe!

Running up with a taser is a bad time to find out the threat was lethal.
