That website has its first publish date of 2002. It was put up by Citizens For A Sound Economy, which was founded in 1984 by the Koch Brothers. Ron Paul was the first chairman of the group.

There used to be photos and youtube videos of Tea Party gatherings from 1998 but they are nowhere to be found.
