The oligarchs themselves mostly stole the money. When the Soviet Union collapsed, and state assets were privatized, it was the wild west, and most regular people had no idea what they were doing. Gangsters and banksters swooped in, and through various, mostly dishonest schemes, took control of assets for pennies on the dollar. That's how so many billionaires were created in Russia almost overnight. Then, in charge of these massive companies, they robbed them, and filled their coffers with Russia's money.

Putin, after 3-4 years in power and gaining control, gave them a deal. Half is mine or you'll end up like Khodorkovsky. This is part of the reason why there is no retirement for Putin. He has to stay in power for the rest of his life. If he ever loses it, they'll tear him to shreds.
