This one isn't creepy because the very target of its critique is "Mr. Tinkertrain". He's presented as a predator, and character whom Ozzie is narrating, not personally channeling. The clear reference to horror soundtracks with the introductory music is an unmistakeable tip-off that this is a song about malevolence, predation and corruption. It's a horror, not a romance.
