how the fuck is everyone so confused about this. Ratner is a dumb fuck. Miragliotta is right. Anything other than the soles of the feet down means downed. Even with the new rules, 2 feet and 1 hand is not downed, anything else down is downed.

As for Tim Means, I get the feeling someone (possibly an official) explained the new rule to him completely wrong.
