WBA, WBC, IBF, WBO sanctioning bodies all have different top ten mandatories why?

Here is the link to the rankings look at Welterweight for example how the fuck does WBA have 4 champions lol wtf also look how some guys are not even ranked in the other sanctioning body top tens.

Yordenis Ugas (Super Champ)
Jamal James (Regular Champ)

Vergil Ortiz Jr. (Gold Champ)

If you look at each sanctioning body, and who the mandatories and top ten are in each division they are almost all different its as if promoters are paying off these bodies to get their fighters ranked in the top ten moving them closer to mandatory status.

Well Boxrec and Ring have a different top 10 for each division too. Different organizations/sanctioning bodies, different ranking criteria, that's just how it goes.

Boxrec dont matter they aint handing out belts, The Ring magazine issues the lineal title right? Do fighters have to pay for that too? Im curious about the fees here.
 
Each sanctioning body caters to different promoters

WBO aka “whatever Bob orders” caters to Bob Arum and the wbc caters to PBC and Canelo, WBA caters to whoever pays the highest bid, that’s why I like the IBF, they enforce their mandatories and only have 1 belt, no silver belt no commemorative belt or interim belt.

Yeah i'll take boxrec's rankings over the sanctioning bodies. As a website that keeps detailed records of all things boxing, their rankings are based on stats and facts.
 
Maybe it has to do with all the regional titles as well. WBO European champ for example
