That and the business was still working by teasing on TV to get people to the live events. Now, people bitch if the belt isn't on a flippy doo that defends every week... except when he's losing a non-title match every third week.

They used to do dark matches like these to test the reaction of the fans and see how certain angles would play out. Same with Hogan/Flair in the WWF, many were dark matches

Very common back then. Gotta save the big matches for the big 5 ppvs.

Not only this but it helped them not over expose people as well. Look at dark matches from some of the early in your houses. You’ll see the undertaker in multiple dark matches but not on the ppv. Gives the fans in the arena a special treat and saves the deadman for the big shows.
