Elections are counted by volunteers. They don't sort the volunteers by "bi-partisanship".

Look I understand your ability to understand complex logistics systems is lacking, but the state elections have had this figured out for a very long time. Nothing has has changed, only improved in efficiency.

Just compare Florida in 2020 to 2000.

The Philly one is an entire warehouse with dozens of counters, counting in cubicles that hide them, and the observers are supposed to stand in 40ft away behind some ropes. And on the livestream, you could see what look like a single observer in there, and he wasn't even watching because it was pointless.
