I mean that there is no need to formally allocate any figure towards this. The figure is what it needs to be, and you cover it.
If you put a rent/mortgage moratorium in place you're inherently causing problems for a MASSIVE aspect of your economic structure. It's fine to do this, but you've got to cover it properly and as efficiently as possible to keep the economics as smooth as possible. Why would you disrupt and cause chaos for more sections of society than necessary? Especially for an essential thing like housing...
You do this by simply paying the landlords directly. Right into their fucking accounts. Whatever your monthly rent was last month, covered by the deposit from the government. You were going to issue this money to the tennant anyway, in this fashion you're saving multiple steps, propping up that massive part of your economy still, and providing subsidy/assistance to those in need. The government enacted the moratoriums as a way to ease financial concerns on millions of out of work people. As such, it becomes their responsibility to maintain whatever system is being interrupted. It's no fault of property owners on any level, and they should be supported (just like your fucking banking institutions) in such times. Moreso, it's people's homes and housing infrastructure - they very things most of you claim to care most about. Talk about being blind.
