The arm drop is very unintuitive of a defending fighter but if he's just relaxing and waiting it out then yeah... Hard situation but the ref could have checked more.

Kinda like the Robbie/Askren fight. The arm drops. However in that fight, the ref did check and ignored that he responded. In this instance he didn’t even check, just assumed.

Yeah, that's a blatant fuck up by not even checking the arm.
