He obviously made the corporation tax cuts permanent (and not the individual ones) because, in the future, it would be harder for Congress to raise (would need the senate, house and the presidency) and he lowered the corporate rate a lot more so than individual rates (35 to 21 percent) because he simply prioritized this.
