Chandler said he hopes when he gets the bout agreement it will say 165 belt.

That means he hasn't signed a bout agreement.

This fight still isn't official.

The fighters haven't even signed paperwork.

No that is absolutely not typical in marquee fights, let alone with Conor.

The UFC promotional contract includes defining the length of the agreement and how many fights.

Bout agreement specifies the date, location and weight class.

Chandler is saying he doesn't even have a bout agreement yet, which means Conor has not signed one. You don't have a fight without Conor signing it and he will have it months in advance, that is when the deal is done.

Happens more often than you would think. Obviously UFC and Conor have a verbal agreement & perhaps there are some minor contract details to sort out later. Not like they are going to promote a PPV he headlines if they aren't 100% confident he'll be walking to the cage when it's time.

You should realize the exception is not the rule, and this is actually counter to your point anyhow. Izzy is making a point to say "things went wrong here" with the negotiation, which is why it was wildly unusual he didn't sign the bout agreement until the week of the fight.

We don't need to guess how this goes because its all well documented in the class action discovery. It is impossible that Conor does not yet have a bout agreement in front of his team. They cannot run marketing for a booked date with him without it, it would actually leverage Conor.

So now we get to wonder why he hasn't signed it. The answer is likely money. Its always money.
