I can't speak about the municipal level, but if you work for the federal government, you're likely using a computer from 2008 on a desk from 1978, next to a file cabinet from 1958, on a carpet from 1938. I am sure that a fair amount is expropriated from the public by "consultant" and "contractors," though.
