When I saw this as a kid I wondered why the creepy bald guy was in the back seat jerking off watching these kids
 
God no. It's not even remotely close to the best song on that album, let alone "Siamese Dream". It's just some lame pop that got them played on adult contemporary stations that your mom listened to.
 
There are better songs on Mellon Collie.

More generally, no, it's not even close to the best rock song of the 90's.
 
It's a great song, but one of their softer, more pop-y songs, which will instantaneously get people to shit all over it and claim sell-out or "going soft." I heard it a while back, but way after it came out and realized how truly great of a song it is.

As for your claim, the 90s was so chock full of great rock that I'd have to disagree, but what you're saying isn't crazy. I love this song from the same album and thought it was just as good as 1979.



Disarm was another song that I never truly appreciated it's greatness until man moons after.

When I first heard 1979 on the radio I pulled car off the road to finish listening. Still gets me when I hear it.
