Congress will shoot this down fast but of course Trump will make it political because many Southern states have big nasa projects. There is no actual surplus it was due to grant cuts.

Texas politicians apparently are starting to show concern over the plan seeing over 1/2 million Texans get an average of $5300 in grant money. That apparently works out to around a 1/3rd of Texans who attend college currently collect grant money. NASA astronauts slammed the idea saying it would impact people who currently seeking science degrees.

Military spending has done more to advance science than any other expenditure. It's been that way since at least the Assyrians.

yeah I was going to mention this as well but then I looked into it and Congress had been actively working on increasing the Pell surplus over the years to protect it against sudden surges (which happened during the Great Recession in 2008 and created a $10 billion budget hole).

The surplus is there for a reason. To suddenly take it away to fund something else is a bit counterproductive considering how important the Pell Grant program is for students who can't afford to go to college...

Just because it's military spending doesn't mean it isn't science. In fact militaristic pursuits have been big motivation for great leaps in technology.

That being said, cut foreign aid first before cutting aid to your own citizens. That's a no brainer.
