To answer the question though, there's a lot reasons someone could have had interactions with the police, even without a criminal record, which are still in the system.
Even if he had a somewhat related criminal history, we don't keep people in prison indefinitely for being a public nuisance or even common assault (max is 2 years, which includes making threats, but not assault causing actual bodily harm, grievous bodily harm or wounding).
While some sentencing is certainly on the soft side, it's a bit soon to assume that was the case with this guy.
Likewise it's too soon to know whether the trend in deinstitutionalisation of psychiatric care is to blame.

Those are definitely Arabic characters.

(happy to be proven wrong with a more clear pictures, but I can read Arabic and that definitely comes across as Arabic lettered script with some individual letters being discernible in the blurry photo)

It is ironic that that piece of shit was stabbing women and ends up getting shot and killed by a woman

One shot supposedly (according to one of the police interviews, although witness reports seem to vary between 1-3), when he brandished the knife at her after she had tracked him down on her own. Can't complain about the competence.

Strange, isn't it? If he was known to police, and has no ideological ties to terrorism, why not just tell everyone his identity, how he was already known to the police, and why? What is gained by withholding that information? Don't sell me this bullshit that you haven't "confirmed" the identity after 13 hours with a crime this high profile. You know.

Apparently Bondi Beach has among the highest concentrations of Jewish people in all of Australia. They're 7.6% Jewish there while Australia is only 0.4% overall.

They never release the information here before official identification, and the last media release would have been at 9pm last night.

That's not very high. Dover Heights is almost half, although it's a much smaller area. Highest in Sydney in terms of numbers are Rose Beach, Bellevue Hill and Vaucluse.
Vaucluse probably has the most visible community in terms of places of worship, shops etc.
 
the police openly talking about him being a 40 year old man, known to them, implies identification has already been made officially. so why not release the info?

Formal Identification, presumably by his next of kin or legal guardian.
