Not many Americans EVER believed the "Mexico will pay for it" stuff. Heck... Mexico doesn't have much money as it is so that never made sense. Unless we are talking about sanctions or whatever.

If you want to live in a society that DOES NOT try to catch any murderers than move to Mexico where 95% of all murders go unsolved or unpunished.
