Well during a bull economy you'd either like to see the deficit reduced so you have more ability to borrow when a recession hits.

Or at least use the deficit spending to invest in things like infrastructure, education, healthcare etc...

When you raise spending without raising revenue, you're playing a politician's game. Spending on the things that make your base happy without making them bear the cost of that spending.
