If you ask why the police would ask them to disperse before the curfew, whenever "just before" is, I suspect it's because they wanted the crowd to be cleared as soon as the curfew came to an end to coincide with the President's timetable. Why do bars call last call at 1:40AM, and not 2AM?

That NYT reporter doesn't even specify what "just before" means. Does she mean 6:59PM? Does she means 3 seconds before 7PM? It's imprecise reporting.
