No, this is the second famine which was man made by Stalin, and Kaganovich
Early USSR under had three famines, two under Stalin.
First was after the civil war where 5-10 million people starved because the state seized the means of production and land and starved rebel areas.
The second famine killed 12 million people and 7-8 million Ukrainians. Stalin did it to punish them for dissent and turned away foreign aid.
Third famine was after WW2 killing 1-2 million. That’s 3 famines in 3 decades. People resorted to cannibalism each time.

When the soviets forcibly took away lands from farmers and send them to labour death camps, they couldn’t adequately produce yields from the land. Because the people who took over didn’t know how to farm. And giving the state all means of production, especially over essentials like food, gives them too much power and led to genocide like the Holodmor.
