I re-wrote it, but more "does" even if substituting "doesn't" with "does" makes the sentence sound retarded. The opinion stating “Our precedents require Congress to enact exceedingly clear language if it wishes to significantly alter the balance between federal and state power and the power of the Government over private property.” suggests implicitly giving the CDC the ability to suspend or forgive rent is a no-go. It's congress's job to give the CDC this power and Breyer's reading of congress not saying they can't do something means they can do something is a dangerous approach to federal agencies.
