As far as I know according to the rules, it shouldn't count. But like someone mentioned, refs usually give the points.

not sure what "shoot knee over toe" is. do you mean if you shoot standing, go down to one one knee and then make contact with your opponent? I think that would mean the takedown was started from a standing position, no?
