No, Pete Rodriguez is 1-2 (he also lost to Jack della Magdalena) and his UFC win was over Mike Jackson who was probably the worst fighter on the roster.

I'd be fine with giving him some more opportunities since his fights are short and exciting but he's like the definition of a glass cannon. His longest fight as a pro went 2:59 of the first round and he only has two fights that went longer than that as an amateur.
