They’re smaller but strong and compact fighters. Both have very good grappling.

Hm? BJ Penn has great jiu jitsu off his back, granite chin, good takedown defense, great boxing - he already has the skill set, just a matter if he is trained enough or if he's strong enough I suppose.

Stylistically, he checks a lot off what you would need to fight Khabib - just a question if he's good enough.

He's not super offensive off his back. A very aggressive submission game off his back would be a good mix to BJ's skillset. But yes his style overall doesn't have many holes, just a matter of skill/strength/cardio are the factors in beating him.
