Ownership licensing is all maintained in the cloud, and all someone has to do is register a free account with Epic (or any of these stores) to grab giveaways. Steam, GoG, Ubisoft, EA, and Humble Bundle are others that often give games away. You don't have to download the launchers, or even own a PC to claim the games. You could do it with a phone.
I've claimed over 240 free games in the past two years alone just tracking freebies across all stores (this doesn't count Indiegala or Free Key spam bullshit, either). These companies give away games faster than anyone could possibly hope to play them.
Really fun game that I've been waiting for on PC. Just exhausting on console.Day 7 is one that I think has been given away on the PSN and/or XBL, but it's the first time it's been free on PC:
