When a country grants lawful permanent residence to a person, it is a step toward citizenship, and its allies are generally expected not to ambush, strangle, and dismember that person when they leave the country. If Elon Musk goes to London and the Chinese Community Party sends assassins to cut him into pieces for criticizing their government, it would sure as shit be a US issue, and you would be up in arms about how the US needs to retaliate and stop doing business with China.
