I thought that was an Afghan thing. Didn't realise it was a tradition in India as well.

Kite Fighting is kind of a big deal in India. Especially during specific national holidays, where large tournaments take place. Strings are covered in ground glass to sever the other's guy's kit strings, which is how you win. Given they can cut through string, it's no surprise the kind of damage they can do to human flesh. Some even have small knives attached.

Basic failure of safety; they should have made sure the audience was well out of range of the kites.
