More emotional propaganda. Obviously the Gaza Strip isn't a country legally or even in theory, it's the size of a mid size city. About 1/3rd to 1/2 of the claimed deaths are actually Hamas militants or similar militants. It certainly sucks that their leaders have provoked such a response, but clearly it was intentional and they have been preparing for it.
